Recently, several of our Vietnamese customers asked us the same question before placing an order:

“Can you provide Form E?”

For many exporters and first-time importers, this may sound like just another shipping document. However, Form E can have a direct impact on import duties and overall purchasing costs.

As a silicone kitchenware manufacturer in China, we would like to explain the difference between a regular Certificate of Origin (COO) and Form E, and why it is becoming increasingly important for buyers in ASEAN countries such as Vietnam.

What Is a Certificate of Origin (COO)?

A Certificate of Origin (COO) is an official document that identifies the country where a product was manufactured.

For example, if silicone spatulas are produced in China, the COO confirms that China is the country of origin.

Many customs authorities require this document during import clearance.

However, a standard COO only proves where the goods come from. It does not automatically provide any tariff reduction benefits.

What Is Form E?

Form E is a special Certificate of Origin issued under the China-ASEAN Free Trade Agreement (ACFTA).

It is used for goods exported from China to ASEAN member countries, including:

  • Vietnam
  • Thailand
  • Malaysia
  • Indonesia
  • Philippines
  • Singapore
  • Cambodia
  • Laos
  • Myanmar
  • Brunei

If the products meet the origin requirements under the agreement, importers can often enjoy reduced or even zero import duties.

This is why many ASEAN buyers specifically request Form E rather than a standard COO.

Why Is Form E Important for Importers?

The answer is simple: cost savings.

When importing silicone kitchenware, baking tools, oven gloves, drying mats, or other silicone products from China, import duties can significantly affect the final landed cost.

With Form E:

  • Import duties may be reduced.
  • Customs clearance may become smoother.
  • Buyers can improve their profit margins.
  • Products become more competitive in local markets.

For distributors and retailers operating on tight margins, even a small reduction in import duty can make a meaningful difference.

Can Every Supplier Provide Form E?

Not necessarily.

To issue Form E, products must satisfy specific origin requirements under the China-ASEAN Free Trade Agreement.

In addition, exporters usually need proper documentation and customs procedures to support the application.

Therefore, some suppliers can provide a standard COO but may not be able to issue Form E.

This is why buyers should confirm the availability of Form E before placing an order.

What About Silicone Products?

Most silicone kitchenware products manufactured in China can potentially qualify for Form E, depending on factors such as:

  • Product classification (HS Code)
  • Raw material sourcing
  • Manufacturing process
  • Origin compliance requirements

For this reason, buyers should communicate with their suppliers early in the quotation stage rather than waiting until shipment.

Questions Buyers Should Ask Before Ordering

If you are importing silicone products from China, consider asking your supplier:

  1. Can you provide Form E?
  2. Have you previously exported to ASEAN countries?
  3. What documents are required for customs clearance?
  4. Does the product qualify under the China-ASEAN Free Trade Agreement?
  5. What is the application timeline for Form E?

These questions can help avoid unexpected delays and additional costs later.

Final Thoughts

When purchasing silicone products from China, the lowest unit price is not always the lowest total cost.

Documents such as Form E can sometimes save more money than negotiating a small price reduction.

As global trade agreements continue to evolve, understanding the difference between a standard Certificate of Origin and preferential certificates such as Form E can help importers make smarter sourcing decisions.
